They are a 2-star item produced by The SQUID GIRL and come with the primary ability Swim Speed Up.
They can be purchased from Shrimp Kicks for

Appearance
The SQUID GIRL Shoes are simple shoes with no apparent straps, fasteners, or otherwise on their smooth white surfaces; their only adornment is a thick, shiny ring around each ankle. These rings and the soles both change color to match that of the wearer's ink. They have the SQUID GIRL logo on each sole, and unlike the rest of the SQUID GIRL Gear, their appearance is unaffected by the wearer's gender.

The SQUID GIRL Shoes comes with Swim Speed Up as the primary ability. As a 2-star item, the SQUID GIRL Shoes comes with two additional slots for secondary abilities, which may be increased to a maximum of three slots with a Super Sea Snail or 30,000 cash for each slot. Since it is made by the The SQUID GIRL gear brand, it has equal chances to roll any secondary ability.
