We got something wrong with the base damage

The E-liter 4k is able to burst a steelhead's bomb in a single shot. It's base damage is 180. The grizzco charger, on the other hand, has a base damage of 200, as the page says, but is unable to burst a steelhead's bomb in a single shot. I think we may have gotten the base damage wrong. It is indeed a strange thing, but it is true that the base damage is 200 according to this site (divide max damage by 10) yet it cannot burst a Steelhead's bomb in one shot. Conflicting Infos on Penetration
