Is this template needed?

What exactly is the use of this template? As far as i'm aware, anyone can move pages, so what is the reason for a notice? Is it to prepare for the move? I can see pages needed to be merged together but to just change the name of pages? Is this template really needed? This template is used to indicate that a page or section's move is actively being discussed or worked on; think of it as a maintenance sign on a (possibly messy) road. Anyone can move pages, yes, but it's more courteous to perform large moves only after discussion has taken place, and this template helps indicate that such discussion is ongoing.
