Offline NPCs

Offline non-player characters (NPCs) are sets of Inkling and Octoling player character designs that populate hub areas when the player is offline. These character designs are sometimes used in promotional material and artwork.
Offline NPCs appear in every Splatoon game to date, with Splatoon 3 having multiple sets of NPCs corresponding to its three hub areas.
Due to the shutdown of the online servers in Splatoon and the removal of posts in Splatoon 2, offline NPCs always appear in those games' hub areas regardless of the player's online status.
Functionality
The hub areas are populated by representations of Inklings and Octolings corresponding to real players' gear, Splashtag and appearance configurations at the time of them making a post or as they were configured in a previous match or shift played alongside the player. If the player has yet to connect online in a given session, no real player NPCs are loaded; the offline NPCs thus serve to create the appearance of a populated hub without the need to connect online.
If there are not enough recent posts in a given hub, offline NPCs may show up even if the player is presently online, possibly alongside real players' configurations.
The first time a player completes each game's initial tutorial, they are loaded into a hub populated by offline NPCs regardless of their online connectivity.

Splatoon 3 has three sets of offline NPCs used across its four hub areas.
Splatsville
One hundred different offline NPC configurations may appear in Splatsville.
This set of NPCs is additionally used for the Grand Festival Grounds; revisting the grounds via the use of amiibo always shows offline NPCs, regardless of the player's online connectivity. Since the Past vs. Present vs. Future Splatfest event's conclusion, the grounds are currently only accessible via the use of amiibo.
Inkopolis Plaza
Twenty-five different offline NPC configurations may appear in Splatoon 3's Inkopolis Plaza. A copy of the Splatoon 3: Expansion Pass DLC is required to access this hub; these NPCs cannot appear otherwise.
Inkopolis Square
Forty different offline NPC configurations may appear in Splatoon 3's Inkopolis Square. A copy of the Splatoon 3: Expansion Pass DLC and a subsequent initial clear of Side Order is required to access this hub; these NPCs cannot appear otherwise.
