What file limit is the maximum for the under construction?

Reasons
Can this template have a 'reasons' section, similar to the {{Stub}} template? Sometimes reasons are given under this template, rather than an estimated date to when the page will be finished, but it's hard to understand what the reasons are because it is written weird... hence why I think a reasons section would be of use.
