How come there is no Balloon targets in recon mode?

If there is Balloon targets in the Shooting Range, then I wonder why they don't appear appear in recon mode. It would've been killer to determine how much damage the rainmaker does fully Charged, somewhat charged, and uncharged. Plus it would've made recon mode more fun.
