Long overdue username policy. Inkipedia has unwritten restrictions on what is admissible as a username. These requirements are covered by this new policy.

- Yeah, for the most part I can get behind this. It curtails a string of issues that tend to crop up and I think serves as a stronger security feature. I'm still of the belief names should be at minimum two characters long but we've argued over that enough and I'm willing to concede that point. Users should be able to clearly derive whether something is a page or a person and causing confusion with naming helps greatly. Bolstering other policies is a plus too.
