Cipher is a character in Splatoon 3: Side Order. It runs a stall located in the Order Sector called Cipher's Siftings[1] where the player can purchase locker decorations, stickers, banners, and gear with Prlz.[2] It seems to show interest in Agent 8 and is one of few residents in the Order Sector capable of communication. [3]
