Why are there ONLY Female Octolings

WHY IN THE SPLATOONIVERSE IS THERE O-N-L-Y FEMALE OCTOLINGS; AND WHEN ARE WE E-V-E-R(IF WE EVEN GET THEM AT ALL) GONNA BE ABLE TO PLAY AS OCTOLINGS?!?!?!?!?!?!?!
