This can notably prevent duplicate polls by letting other users know which proposals have already been suggested and declined, so you should not delete something simply because the end result does not please you. I could be wrong on both counts, but I do know that it did happen. - Actually, people have, in the past, gone around and asked people to vote in a poll, although 1) This was done my a b-crat, and 2) This was a long time ago, in 2015/6, and it hasn't been done recently.
