The Master from Fallout, The Borg from Star Trek

Call me crazy, but Commander Tartar's origins and motives are awfully like those of the Master from the original Fallout game. Both assume a final form produced from biomass and are obsessed with creating the ultimate life form to roam the Earth. The major differences are that you cannot negotiate with Commander Tartar nor convince him that his ultimate plan is a failure from the start…

Even before Fallout, Star Trek had the Borg, a vast collection of cybernetic organisms whose ultimate goal is "achieving perfection" by assimilating other organisms deemed worthy of adding to its gene pool. Unlike the Zerg in StarCraft, The Borg do not cull species it considers too inferior; they simply ignore them unless they ever pose a threat or are directed to attack.

"We are the Borg. Your biological and technological distinctiveness will be added to our own. Resistance is futile."

Commander tartar

So this is a pure guess but, I think that in Splatoon 3 tartar is back to destroy, after the final splatfest. It is said tartar lies on a mountain, I'm not sure which mountain, but maybe the inkling we see in the trailer is agent 7 needs to bring the world of splatoon together after the final splatfest, while tartar is scheming once again, so all of the inklings and octolings have to join together to stop him once and for all.
