These are users whose accounts have existed for a certain number of days and have made a certain number of edits, but I can’t tell you the specifics. In general, people who consistently work on large projects or major changes to the wiki create some form of a sandbox in their userspace to test what their proposed changes would look like and to be able to easily share it with others, without having to have it in the mainspace.
