It is the main controller in Splatoon. The GamePad uses it's Gyro-sensors and the L-stick to track and aim the movement of an Inkling. In-game, you are able to turn off Gyro-sensors. The map is displayed on the GamePad. You can also tap on an ally's icon on the GamePad to Super Jump to them.
