In general, we only send welcomes to users to make at least one contribution. This saves a lot of time so you should probably only send a welcome to users if they fit this requirement.

In addition, to correctly welcome someone (so the signature appears in the right spot) it is necessary to type {{subst:welcome}}
instead of {{welcome}}
. This places the signature inside the box, where it should be, so don't add ~~~~
