Cold Blooded is rather versatile, as any weapon or play style can benefit from not being tracked. However, it reaches its full potential when used with a stealthy, mobile weapon; it can enhance the sneakiness of a weapon, facilitating ambushes. A loud or otherwise conspicuous weapon may give itself away to surrounding enemies, no tracking needed.
The Cold-Blooded is a generally useful ability to have. By shortening the length of tracking abilities and weapons, there is less of a risk of you being spatted because of a tracker.

Cold Blooded is an ability that shortens the duration of position-tracking substantially, to 25% of normal tracking time. However, exact times can vary slightly during online play due to lag and other factors.
