The Control Room is the last floor within the Spire of Order that Agent 8 has to reach to clear the spire.

Reaching the Control Room is needed for Marina to reconfigure each Palette.

The Control Room first appears on 10F during the first time Agent 8 and Pearl climb the Spire with Acht's help in order to find and save Marina. In the center, Marina is being mind controlled to stop anybody who enters the spire as Marina Agitando.

After defeating and saving Marina, Order appears and throws the three of them out the spire. From then on, the Control Room moves to the 30th floor of the spire.

On a normal climb, the Control Room appears on 30F instead and is guarded by Order. After being confronted by Agent 8, Pearl, and Marina, Order transforms into Overlorder. The player must first go through three phases of the boss fight, after which a fourth phase unique to the first time defeating Overlorder will take place. Defeating Overlorder transforms it into Smollusk. The credits plays afterwards.

The fourth phase can be re-experienced by selecting "Remember Epic, Vibrant Battle" from the glass case on viewer's right upon entering the foyer.

The Control Room is still on 30F, but it is now guarded by Smollusk. It still transforms into Overlorder and the player must go through three phases of the boss fight. The fourth phase does not take place, however, as Overlorder returns into Smollusk form upon being defeated in the third phase.

• In the fourth phase of fighting Overlorder, once all portals are destroyed and all chips are recovered, opening the Palette menu and interacting with each chip in boustrophedon order (left-to-right for odd rows and right-to-left for even rows) sounds out the chorus of Ebb & Flow.
• Eight's Palette is the only Palette that the fourth phase cannot be replayed with. It is reverted to Agent 4's Palette upon attempting to do so.
