Zekko and come with the primary ability 
Ink Saver (Sub).
They can be purchased from

In Splatoon 2, they are a 3-star item produced by 
Zekko and come with the primary ability 
Ink Saver (Sub).
They can be purchased from 
Shella Fresh for 
8,000 or from 
SplatNet Gear Shop for 12,000.

Appearance
The LE Lo-Tops are stitched khaki lo-top shoes with a khaki-green color. The Zekko Logo can be seen on the brown soles, and the shoes also come with white socks with dark blue and dark yellow stripes.
Splatoon
Abilities
The LE Lo-Tops come with Ink Saver (Sub) as a main ability. As a 3-star item, the LE Lo-Tops have three additional slots for secondary abilities. Since they are made by the Zekko brand, they have a higher chance of rolling 
Special Saver and a lower chance of rolling 
Special Charge Up to fill their secondary ability slots.
Splatoon 2
Abilities
The LE Lo-Tops come with Ink Saver (Sub) as a main ability when purchased from shop or ordered from Murch. When purchased from SplatNet 2, they can have any other Ability normally available to Shoes. As a 3-star item, the LE Lo-Tops have three additional slots for secondary abilities. Since they are made by the Zekko brand, they have a higher chance of rolling 
Special Saver and a lower chance of rolling 
Special Charge Up to fill their secondary ability slots.
