In Splatoon, they are a 2-star item produced by Rockenberg and come with the primary ability Special Saver.
They can be purchased from Shrimp Kicks for 
3,000.
In Splatoon 2, they are a 2-star item produced by Rockenberg and come with the primary ability Special Saver.
They can be purchased from Shella Fresh for 
3,000 or from SplatNet Gear Shop for 6,000.
Appearance
The Punk Yellows are a pair of bright yellow leather boots with thick black soles. They come up to the wearer's calf and have black laces and a large orange loop on the back.
Splatoon
Abilities
The Punk Yellows come with Special Saver as the primary ability. As a 2-star item, the Punk Yellows come with two additional slots for secondary abilities, which may be increased to a maximum of three slots with a Super Sea Snail or 30,000 cash for each slot. Since they are made by the Rockenberg brand, they have a higher chance of rolling Run Speed Up and a lower chance of rolling Swim Speed Up to fill their secondary ability slots.
