It is a 3-star item produced by SquidForce and comes with the primary ability Main Power Up.
It could previously be obtained by visiting the FrostyFest news article on the Nintendo Switch News application. It can also be purchased from SplatNet 2 Gear Shop for 
11,850.

How to obtain
The news article through which the gear could be obtained is no longer available, so the original method does not work anymore.
Original Method Used to Obtain
- Open the Nintendo Switch News application and select the article about FrostyFest.
- Select the "Play Splatoon 2" button located at the bottom of the article to start Splatoon 2.
- Open the box that appears in the middle of Inkopolis Square.

Abilities
The Festive Party Cone comes with Main Power Up as the primary ability when purchased from a shop or ordered from Murch. When purchased from SplatNet 2, it comes with any other primary ability normally available to Headgear. As a 3-star item, the Festive Party Cone comes with three additional slots for secondary abilities. Since it is made by the SquidForce gear brand, it has a higher chance of rolling Ink Resistance Up and a lower chance of rolling Ink Saver (Main) to fill its secondary ability slots.
Trivia
- Based on its SplatNet 2 price, it can be deduced that the normal price of the Festive Party Cone would be
7,900 if it were purchasable from Headspace rather than obtained from the Nintendo Switch news channel.
