In Splatoon, it is a 1-star item produced by Firefin and comes with the primary ability Ink Recovery Up.
It can be purchased from Cooler Heads for

In Splatoon 2, it is a 1-star item produced by Firefin and comes with the primary ability Ink Recovery Up.
It can be purchased from Headspace for

Appearance
The Blowfish Bell Hat is a simple, bell-shaped hat with a soft-looking and somewhat grainy texture. It changes color to match that of the wearer's ink and has a tiny, black and white version of the Firefin logo on the front.

The Blowfish Bell Hat comes with Ink Recovery Up as the primary ability. As a 1-star item, the Blowfish Bell Hat comes with one additional slot for secondary abilities, which may be increased to a maximum of three slots with a Super Sea Snail or 30,000 cash for each slot. Since it is made by the Firefin brand, it has a higher chance of rolling Ink Saver (Sub) and a lower chance of rolling Ink Recovery Up to fill its secondary ability slot.
