The title is a reference to a real-world matchmaker.
The subtitle is a reference to Bugs Bunny's catchphrase "What's up, doc?", as well as the fact the example statue looks like a dog. It is also likely to be a reference to the popular joke centered on tricking a target into asking "What's updog?"
Despite this, in an interview with Famitsu, the developers confirmed that the statue is modelled after Judd, a cat. This is supported in-game by Pearl saying the shape looks familiar to her.
It has also been confirmed that Commander Tartar's creator was also Judd's owner, further supporting this.
