That nasty-looking scallywag is an Octobomber.

Octobombers are common Octarian fighters in Octo Valley and Octo Canyon. They launch Splat Bombs at Agent 3 and Agent 4. They introduced in the Last Checkpoint of Rise of the Octocopters.

Description

Octobombers are similar to Octostrikers. However, they are somewhat smaller, wear a metal hat instead of a visor, and have dull orange tentacles. They can fly.
